One side effect of the Blair Government's Africa policy, introduced by Claire Short, was the transfer of funds away from NGOs direct to the various governments. The immediate result was an apparent increase of funds to Africa as a result of the reduced amount of NGO supervision required. NGOs were costly to supervise and administer, and there was always the suspicion that they were doing other things with the money ‘on the side’. They were suspected of promoting hidden agendas like religion, and quirky philosophies. By giving the money direct to governments, the British could wash their hand of the money – it was spent in the most efficient manner Ms Short could devise; the operative word being ’spent’. It was spent in/on Africa, of course, because if you transfer it to an African Government through a Bank, it was therefore spent in Africa. This is irrespective of what it was spent on, or whether it did anything useful. And it required no administration whatever – almost like shredding it or throwing it in a bin – very easy.
The definition of ‘useful’ is a problem. Ms Short, whose total experience of Africa was a few days at most, would probably think that a fleet of Mercedes’ cars for the transport of government ministers, and their wives, was money well spent. There is never another type of car available when British money is spent, of course.
In a country that I know well, the Claire Short model of development funding has resulted in an increase in spending labelled “rural water provision” of some 50% since 1997 when started, and a resulting actual 67% REDUCTION in on-the-ground provision of new water supplies at village level. This country has a population of about 20 million people, 85% of whom live as subsistence farmers. These farmers work as hard as necessary to cultivate about 20% of their land holdings averaging some 2.5 Ha/family. The land is fertile and the rains generally reliable; the 20% of the land cultivated is all that can be done by hand methods reasonably.
Villages are typically about 250 people in 25 families, and they rely almost exclusively on ponds and open unlined shallow wells for their water – shared with all the wild and domestic animals of the area when there is no other water available in the dry seasons. To provide clean water requires that hygienic wells are made and probably a hand pump fitted at the rate of one for every 25 families. This is because if any more people use the pump – of any type – it cannot reasonably be maintained in working order. The simplest of calculations will demonstrate that the 85% of 20 million people need 68,000 hygienic wells and pumps as we speak. The Government, supported by Claire Short et al has provided about 3,000 of these. Up to 1997, an NGO had contributed 1,000 more with funding supplied partly by the ODA and partly by private donations. Obviously with a requirement of 68,000 and a provision of 4,000, there is no solution to rural clean water in sight.
Add to this the fact that the Government of this country, when it does install a pump, uses one which is partly made in India, and partly made in country – but it has a useful life of less than a year. The Government was persuaded that ‘standardisation’ was a good idea by International Civil Servants in various organisations with whom readers will be familiar. One of these set up a local company to make the pumps as part of a bilateral contribution to Africa. At the time, they could not find anyone to become shareholders in this free gift other than Government Ministers. When the factory had been set up, and the 3,000 pumps made to comply with the terms of the gift, they found that it was more profitable to use the machinery to make security gates for Government buildings and truck bodies than hand pumps.
The company had the usual Articles of Association, based on the British model, and the Directors were able to undertake almost any other enterprise they felt would be to the shareholders benefit – including mining diamonds, over the border in a neighbouring State.
